Goodra’s best base stats, Special Defense and Special Attack, are the priority in this build, and the EV (Effort Value) Training see them maxed out to 252 points each. The four remaining points should be invested in HP to further improve the Pokémon’s survivability. After its EV Training, players must go to the town of Montenevera to continue working on Goodra’s stats. Then, by talking to the NPC with an Abomasnow near the Pokémon Center, they will start the Hyper Training in Pokémon Scarlet and Violet. This allows players to choose different Tera types for Goodra’s build. Its best one is a Water Tera type, which will be built around many of its main moves. It also operates very well as a Fire Tera type thanks to its learnset. Alternatively, it can also work as an Electric-or Dragon-type specialist, though using super effective moves in high leveled Tera Raids is essential to breaking the opponent’s shield.

The items Goodra holds will depend entirely on its chosen Tera Raid build. If players choose a Water Tera-type for it, Mystic Water is an excellent Held Item to boost its moves’ power by 20%. If it is a Fire Tera-type, Charcoal has the same effect, but with its Fire-type moves. Players can always shop at Pokémon Scarlet and Violet’s Delibird Presents for Leftovers, a generic but solid choice for HP restoring. Though it will not boost Goodra’s attacks in Tera Raids, it will be an additional way a guaranteeing it stays alive, aggregating to its stats.

Best Ability For Goodra

It lowers the opponent’s Speed stat by one stage every time it hits Goodra with a move that makes contact. This can be very effective in Tera Raids, considering how often the raiding team gets struck, and is significantly better than Sip Sapper due to its wider coverage. If Goodra’s build does not have Gooey, players should use an Ability Patch to fix that.

Best Moves For Goodra

Goodra’s first move slot in its Tera Raid build is somewhat locked but depends on its Tera type. If it is a Water Tera type, it should learn Rain Dance. If it is a Fire Tera type, it should learn Sunny Day instead. These will boost Water- or Fire-type moves by 50% while lowering the damage caused by Fire- or Water-type moves, respectively. Though they do not deal damage, these are some of Pokémon Scarlet and Violet’s most powerful moves due to the boost they give out.

The second slot should be occupied by either Tearful Look or Charm. According to Bulbapedia, both are Status moves that affect the opponent. While the former lowers the target’s Attack and Special Attack by one stage, the latter only lowers their Attack by two stages. For example, suppose Goodra’s Tera Raid build has a Water Tera type. In that case, it should use Chilling Water as its first spammable move because it lowers the opponent’s Attack by one stage while also inflicting damage. Finally, the fourth move should be either Surf or Hydro Pump, depending on the player’s comfort with Hydro Pump’s low accuracy. If that is an issue, they should go with Surf.

If players gave Goodra a Fire Tera type in Pokémon Scarlet and Violet, they should put Flamethrower in its third slot and Fire Blast in its last move slot. These are heavy-hitting Fire-type moves that can be used constantly throughout the fight. Regardless of the player’s choice, Goodra is an exceptional ally on the field to face Pokémon Scarlet and Violet’s Tera Raids, and with the proper build, it can withstand most opponents.
